Yes, it's posted in the "rules" that the park is for dogs accompanied by their owners (or the reverse). It's a use guideline, rather than a legal prohibition, so it is difficult to enforce, but given the complaints about people sleeping in the park and creating more trash again, just as we have finished a major clean-up, it would certainly be a reason for the police to at least request that these people move along.
